Florida Governor Ron DeSantis Unveils Proposed $115.6 Billion Budget for 2025-26

Florida Governor Ron DeSantis Unveils Proposed $115.6 Billion Budget for 2025-26

The budget includes significant tax cuts, including a sales tax holiday for firearms and a proposal for increased law enforcement salaries.
Florida Governor Ron DeSantis has released his proposed budget for the fiscal year 2025-26, totaling $115.6 billion, which is $3 billion less than the current year’s budget of $118.6 billion but higher than his previous proposal of $114.4 billion for 2024-25. This announcement was made on a Sunday without the typical public presentation usually associated with budget releases.

The spending plan, described as the "Focus on Fiscal Responsibility Budget," proposes various tax relief measures.

Notably, it includes a “Second Amendment Summer” tax holiday from Memorial Day through July 4, during which sales tax will be exempt on ammunition, firearms, and related accessories.

Additionally, it proposes a one-week “Tool Time” tax holiday, aimed at exempting sales tax on specific tools and equipment used by skilled tradespeople.

In conjunction with these tax measures, DeSantis plans to increase salaries for state law enforcement personnel significantly.

Entry-level sworn law enforcement officers could see pay increases of 20%, while veteran officers and firefighters may receive raises of 25%.

As mandated by state law, DeSantis submitted his proposed budget at least 30 days prior to the start of the annual legislative session, which is scheduled to commence on March 4, 2024. It will be reviewed by the GOP-controlled Florida Legislature, which is responsible for crafting the state's final budget.

The current budget cycle may face increased scrutiny due to ongoing tensions between the governor and legislative leaders, particularly regarding immigration policy.

The Florida House Speaker, Daniel Perez, and Senate President, Ben Albritton, have been engaged in a deliberative process regarding legislation aimed at reinforcing immigration policy, known as the "TRUMP Act."

The proposed immigration reform bill includes provisions such as the imposition of the death penalty for certain crimes committed by undocumented immigrants and penalties for non-compliance by state officials with federal immigration laws.

It also designates the state's elected agriculture commissioner as the "chief immigration officer," tasked with ensuring cooperation between local law enforcement and federal immigration officials.

Despite the disagreements surrounding immigration, DeSantis noted that discussions with legislative leaders have occurred, with indications that a consensus could be reached before the legislative session begins.

In his remarks at a press briefing on Monday, he indicated that he aims to reduce the overall state workforce by 741 full-time positions, while simultaneously adding staff in key areas, including immigration enforcement, which has been allocated $1.5 million from the budget.

The proposal also earmarks $42.5 million for key infrastructure improvements at the Florida Capitol, which has previously raised questions regarding its costs among lawmakers.

In the context of the broader fiscal landscape, DeSantis has voiced intentions to further address property tax burdens in Florida, hinting at the need for reforms in local taxation due to rising home prices in the state.
