For instance, Pinellas County projected nearly $3 million in additional costs and a need for dozens of new bus drivers to accommodate the changes, while Pasco County officials raised similar issues.

Throughout the discussion, various stakeholders emphasized how the revised start times could impact students' employment and extracurricular activities, as well as increase traffic congestion.

The transition was reportedly complicated by issues surrounding childcare, student supervision, and the logistics of transportation, including the costs required to implement additional bus routes.

Senate Bill 296, which has now progressed to Florida Governor Ron DeSantis for final approval, allows school districts to request exemptions from the later start time mandate by presenting their reasons to the state Department of Education.

House sponsor Representative Anne Gerwig noted that while the original legislation had positive intentions, the practicalities of implementation posed significant challenges for many schools.

State Representative LaVon Bracy Davis criticized the original legislation, remarking on the unanticipated consequences that were foreseen by several lawmakers but ultimately ignored during the initial discussions.

Meanwhile, State Senator Danny Burgess highlighted the need for additional resources and time to properly implement such a policy, mentioning the ongoing challenges including a shortage of bus drivers.

If signed into law, Florida school districts will regain broader discretion in setting school start times.
